WEST CHARLOTTE VILLAGE PLANNING COMMITTEE

December 11, 2002

The meeting convened at 7:00 PM.

 

The minutes of the 11/14/02 meeting were approved.

 

Reports from Committee Members

Bill

Couldn’t locate wastewater information.  He and Dean will check at the town office, and/or call Civil Engineering.

 

Dana

Had discussion with Gil Livingston of the Vermont Land Trust (VLT).  VLT and the Preservation Trust of Vermont (PTV) are looking for an innovative approach.  Strategies from a book The Community Planning Handbook (also on website www.communityplanning.net) may be appropriate.

 

Jim and John

A draft document (created by Jim and John) entitled “West Charlotte Village Planning Committee (WCVPC) expanded work session” was distributed.  The document identifies fifteen tasks, with corresponding assignment of responsibility, cost estimates and due dates (to be filled in).  The document can provide the basis for “the planning process.”  It will need to be approved by VLT and PTV (as indicated in Task 1).

 

Recommendations of Committee:

C         Move Task 8 (and perhaps Task 7) to earlier in the schedule.

C         Incorporate strategies from The Community Planning Handbook

 

Discussions of Planning Process

The Committee should have something substantive by Town Meeting.

Septic and site (eg: wetland) analysis is important.

Question of whether LeBoeuf parcel is to be included in the planning process.

Site and septic analysis may also include property on the west site of Greenbush Road.

Schools “needs” may include items other than a building, eg: recreation fields, septic facility.

Action items:

C         Dana will set up meeting for Dana and Jim to meet with Gil Livingston and Paul Bruhn (of PTV) (to be held around Jan. 11th or 12th) to get feedback on the proposed process.  

C         Charles will distribute e-mail addresses of Committee members to other members.

C         Charles (or Dan) will order and distribute copies of The Community Planning Handbook.

C         Committee members will read The Community Planning Handbook or web-site, and e-mail ideas to other committee members prior to next meeting (January 8th).

C         Dana or Dean or Bill will obtain general estimate for wastewater evaluation from Spencer and/or Civil Engineering Associates.

 

For January 8th meeting, agenda items will be to review ideas for amending the planning process, and review wastewater information
