Winter Maintenance (Snow & Ice Control) Policy
General Order of Priorities:
Main Roads to be passable for emergency vehicles and through traffic. These roads are the routes in and out of Town – Bridge Street, County Road, Main Street, Route 44 including Union Street, State Street
Exits from Fire/Ambulance/Police facilities and Hospital emergency access to I-91
School (when in session)
- Bus routes
- Sidewalks for school children: Ascutney Street, Bridge Street, Main Street, River Street, Route 44 including Union Street to Enright, State Street to County Road
- Secondary Roads open for commuting
- Sidewalks – one side of the network, before taking on the second side, where it exists. When additional (Utility) staff may reasonably be assigned by the Director of Public Works, sidewalks on the "Mile Square" and Main Street will be cleared concurrently with item 4 above.
- Public lots – Depot Street
- Amtrak platform
- Downtown Snow pick up (generally a nighttime operation performed after the storm and after crew is rested.)
- Clearing off ice rink(s)
- Secondary Road (neighborhoods, daytime) snow pickup (not picked up after each storm, only as required to meet objectives 1. B. 1), 2) & 3).
Pushing back/shelving for next storm and intersection cleanup/snow pickup/removal are to be integrated into the above, dependent on depth and forecast. Operations will continue during the daytime (and at night where required by conditions/traffic) until objectives are achieved. Equipment to be maintained and repaired on a regular basis, and as required, assuring readiness within the limitations of our resources.
General:
- The Town of Windsor Department of Public Works is responsible for the maintenance of Town Highways and sidewalks. In the winter the Department plows and removes snow and spreads abrasives (sand) and ice control chemicals (commonly salt/sodium chloride and rarely other materials) for the purpose of:
- improving safety on roadway and sidewalks by improving traction through plowing off snow, spreading sand & sand/salt mixtures, and scraping of built up snow pack on paved roadways
- removing snow and ice from the windrows where they have been plowed to achieve the following, in order of priority
- reduce the obstruction of sight distance along roadways and at intersections,
- reduce the narrowing of roadways so that reasonable widths of through lanes of traffic are maintained,
- clear the marked on street parking and the adjacent sidewalks within the commercial and downtown residential districts.
- improve access to downtown commercial properties and the adjacent sidewalks from on street parking within the downtown district.
- The Department has a crew of four (4) in the Highway Branch. When needed and when available, this staff is supplemented by additional help from the Water and Sewer branches and the Director of Public Works who oversees the entire Department. Utility personnel do not neglect their primary missions of water supply and wastewater disposal in assisting the Highway Branch.
- For winter maintenance the Highway Branch operates and maintains a fleet of
- three large six wheel heavy dump/plow trucks with spreaders
- one mid-size dump/plow truck with spreader
- one four-wheel drive pickup with plow (a spreader is advisable and desired for this unit but has been deferred by budgetary constraints).
- One motor grader ( a wing plow is advisable and desired for this unit but has been deferred by budgetary constraints)
- One Four wheel drive front end loader
- One diesel powered snow blower to be mounted on the loader
- One multipurpose tractor with snow plow, snow blower and spreader for sidewalk and cleanup duty
- When available, as is done with personnel, Utility vehicles supplement the highway fleet as needed.
- Vehicles and equipment to assist in snow removal are hired on an hourly basis – large ten wheel dump trucks are commonly hired to haul snow, and other equipment may be rented to manage snow dumps or for other special uses.
- Safety of personnel is paramount in performing winter maintenance and other public works operations. After twenty (20) hours of work, personnel will take a required rest break of at least six (6) hours before resuming work. Supervision will attempt to schedule operations so that there is some staff available for coverage during rest breaks. The Director of Public Works or Town Administrator, using their professional judgment, may vary the work time/rest time limitations. This will occur as needed to protect public safety and employee safety, and under emergency conditions.
- Preservation of equipment is another guiding principle.
- It is recognized that there will be times when fleet units are broken down and/or stuck, and times when personnel may be unavailable. These times will reduce the productivity and delay operations.
- Generally, winter maintenance will be reduced or not scheduled during the hours of 11:30 p.m. to 5:00 a.m. Certain operations which are best performed at off hours may be performed during these periods at election of the Department .
- The Town does not maintain private roads or Class 4 roads.
- The Town highways are divided into four routes, one for each major truck. Routes may be varied depending on circumstances (equipment, personnel, etc.).
- During snow and ice season, a truck is readied each evening for potential call-ins by police based on their judgment during patrol of highways. A Highway staff member on call will respond. If conditions warrant, or if additional materials must be loaded, this employee will call out the second call person and/or supervision and the entire crew.
